Goal

In the PAXCARVW Capital Project form there are projects which have negative Construction in Process (CIP) amounts based on PA_CAPITAL_PROJECTS_V view.
Additionally, the total CIP is understated by the negative value that has been interfaced to FA.
Why are these values incorrect?

Have Run
1) Ran PRC: Refresh Project Summary Amounts
2) Ran PRC: Update Project and Resource Base Summaries
3) PRC: Update Project Performance Data programs in correct order.
