The process in The Item Type Cannot be Found Error On Apply Appraisal Page (Doc ID 1470665.1)

Symptoms

On : 12.1.3 version, Appraisals

Appraisals already created for all employees for 2012. HR Department requested to work with fresh rating scales so new templates (appraisals, objectives and competencies) have been created.
The customer uploaded data from appraisals already created into new appraisals by using API.


When attempting to update ONGOING appraisal created with the HR_APPRAISALS_API.CREATE_APPRAISAL API, when clicking on Apply on the Overview page the following error occurs in the Review page

Error : The process in the item type cannot be found. Either the process is not defined within this item type, or it is not runnable



Steps to Reproduce:
The issue can be reproduced at will with the following steps:


1- Create a New Appraisal Template with New Performance rating scale
2- Create Appraisal for an employee by using the API ( HR_APPRAISALS_API.CREATE_APPRAISAL). Appraisal created successfully
2- Upload Employee objective by using API (HR_OBJECTIVES_API.CREATE_OBJECTIVE). API executed successfully and objective created
3- Employee logs on and update this newly created appraisal
4- Adds Competency button gets clicked. SSHR throws an error saying contact your SYSTEM ADMIN and logs the user out
5- User logs in and open the same apprasial and add the Objective first this time. Objective added successfully
6- Now user again try to add competency and Competency added this time successfully
7- User click next and clicks the apply button and the attached error comes.
