Symptoms

Problem Statement:

On : 12.1.2 version, Appraisals
Patch 10060770 applied

When re-opening the appraisal, later when the manager directly clicks on give final ratings and tries to close the appraisal,
the following error occurs.

WF_PLSQL_ERROR (ERRNAME=WFSQL_ARGS) (ERRMESSAGE=3000: Invalid value(s) passed for arguments. ITEMTYPE=HRSSA ITEMKEY=NULL ANAME=HR_NTF_ATTACHMENTS_ATTR) (ERRSTACK= Wf_Engine.SetItemAttrText(HRSSA, HR_NTF_ATTACHMENTS_ATTR, FND:entity=PQH_SS_ATTACHMENT&pk1name=TransactionId&pk1value=null))


Steps to reproduce:
The issue can be reproduced at will with the following steps:
1. Reopen an appraisal
2. As a manager, give final rating
3. Tries to close
4. See the error message.


ADDITIONAL INFORMATION

When reopening an appraisal, the appraisal sits with the manager.
If the manager passes it back to appraisee and then the appraisee passes it back to the manager who then updates the rating and closes the appraisal (this works fine).
