RLM Schedule Is In Error Out And Not Process (Doc ID 1473788.1)

Symptoms

On : 11.5.10.2 version, Demand Processor Related Issue

When attempting to run the the Demand processor, The schedule errors out with the error message:
1) "Error :: No Forecast Designator defined for Customer XX.",
2) "Error :: The setup API failed with the following error:

OBSERVATION
------------------
Customer found that there are orphan records in RLM_CUST_SHIPTO_TERMS_ALL and MRP_FORECAST_DESIGNATORS tables.
Confirmed from their customer that those are orphan records and we need a data fix to delete the orphan record.


ERROR
-----------------------
"Error :: No Forecast Designator defined for Customer XX.",
"Error :: The setup API failed with the following error:
  Release Management setup terms can not be retrieved because no default processing
  rule is found for Customer XX and Ship-To Location XXXX"


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Responsibility: Release Management
2. Run DSP
3. Observe Error(s):
  "Error :: No Forecast Designator defined for Customer XX.",
  "Error :: The setup API failed with the following error:
  Release Management setup terms can not be retrieved because no default processing
  rule is found for Customer XX and Ship-To Location XXXX"
