ACTUAL BEHAVIOR

1. Unable to hire Person Type = Applicant.EX-Employee without an accepted Application (Does not work in Forms either)
2. Unable to hire Person Type = EX-Employee.Ex-Applicant (In Forms it is possible to hire)

The issue can be reproduced at will with the following steps:
1. Manager Self Service>Applicant Hire and Rehire
