Uploading To Content Server Fails With "Content server is not running" (Doc ID 1475003.1)

Symptoms

When attempting to upload content onto the content server, the following error occurs.

ERROR

Upload Failed
Content server is not running

The following error is written to the log file $J2EE_HOME/log/home_default_group_1/global-application.log:

java.lang.NullPointerException
at oracle.apps.ota.admin.common.util.ContentServerServlet.authenticate(ContentServerServlet.java:98)
at oracle.apps.ota.admin.common.util.ContentServerServlet.service(ContentServerServlet.java:181)
at javax.servlet.http.HttpServlet.service(HttpServlet.java:856)
at com.evermind[Oracle Containers for J2EE 10g (10.1.3.1.0) ].server.http.ServletRequestDispatcher.invoke(ServletRequestDispatcher.java:711)

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. (resp.): Oracle Learning Management Administrator > Content Administration
2. Navigate to a folder or a learning object and push [Upload]
3. In the Upload content wizard, select a Content Server, enter a Directory, select a File Location and push [Next]

Changes
If there are changes in the environment, product, account and hardware that trigger the problem describe them.

The issue is caused by an incorrectly configured oc4j.properties file.
