TeleService Pending Issue with Relationship Plan after Feburary 2012 Patch (Doc ID 1475136.1)

Symptoms

After applying the CS February patch, the Relationship Plan issue still is not entirely resolved.

When creating a Service Request, the popup works correctly. Subsequently opening the SR the popup does not work if the default SR tab is not the Workbench.
You have to switch to the Workbench in order to see the popup.
Also, every time you select a Note from the Workbench tab the popup pops up again.

Expected Behavior

Popups should appear when you create SR.
Then popup should appear only once when you go back into the SR.

Steps to Reproduce

(R) Service
(N) Service Requests > Create Service Requests

Create an SR for a serialized item that has a Relationship Plan assigned to it.
When you create SR popup works correctly.
Save and close SR. Go back into SR.
- If you have your profile option set to open a tab other than the Workbench tab as default, the popup does not open.
- If you go to the workbench tab the popup appears.
- But then if you have multiple notes in the Workbench tab and click on one, the popup comes back again. It pops up each time you click on a note.

What is Working:

The behavior is better when the default SR Tab is set to "Workbench".
