Updating an Appraisal for a Terminated Employee Errors With java.lang.StringIndexOutOfBoundsException: String index out of range: 0 at java.lang.String.charAt

From R12.1.3 onwards, HR Professionals and Main Appraisers will be able to update appraisals of terminated workers that are in planned, saved, on-going and Pending Approval (only HR Professionals)status and complete them.
HR Professionals will only be able to update overall ratings and comments while Main Appraisers will be able to update all parts of the appraisal.


On : 12.1.3 version, Appraisals
  When attempting to update an Appraisal for a terminated employee,
  the following error occurs.
  Exception Details.
  java.lang.StringIndexOutOfBoundsException: String index out of range: 0

  java.lang.StringIndexOutOfBoundsException: String index out of range: 0
  at java.lang.String.charAt(String.java:687)
  at oracle.sql.NUMBER.toBytes(NUMBER.java:1751)
  at oracle.sql.NUMBER.stringToBytes(NUMBER.java:3507)
  at oracle.sql.NUMBER.(NUMBER.java:295)
  The issue can be reproduced at will with the following steps:
  1. Employee terminated between the start and end date of the Appraisal.
  2. Manager Self service - Appraisal
  3.Click on Update Appraisal for the terminated Employee
