Releasing Stores Declared Value Incorrectly When Using Decimal Point of Comma (Doc ID 1477437.1)

Symptoms

The Declared Value for an Order Base Line is created via integration using a "," (comma) as the decimal place, using the property: glog.business.currency.useUserPreferenceLocale=true. This successfully stores the Declared Value on the Order Base Line with the correct decimal place. However, when releasing the Line to create the Order Release, it is found that the Order Release's Declared Value is incorrectly stored, where the entire decimal place is converted to a whole number (e.g. 12345.12345 is now stored as 1234512345)
