Can Not Move Order Destination Location Up After the Source Location

Symptoms

Cannot move Order Destination stop up when the Ground schedule source and destination locations are the same as orders source location.

Steps to replicate:

1. login as admin user
2. Navigate to Buy Shipment > Search for a shipment with a ground schedule
3. select that shipment and click on Actions> Shipment Management > Change Shipment Details > Move Order to Shipment
4. Move up the location desired
