Cannot Link an Existing Supplier to a Repository Contract

Symptoms
When attempting to add a supplier to a repository contract, the following error occurs:
Error
Supplier party does not exist.
Steps
1. Go to (R) Contracts Workbench User (N) Contracts > Contracts
2. Click on update icon for an existing 'Buy' intent repository contract.
3. Click on Add Party
4. Change the Party Role to Supplier
5. Choose the Party and then click on Apply
