Inventory Org Field Only Shows Orgs Within OU (Doc ID 1480143.1)

On : 12.1.3 version, Service Request Form

Inventory Org field on order details tab on the SR shows orgs in OU defined by profile option Service: Default Operating Unit

In the Inventory Organization field ,should be able to select any inventory org in any operating unit.

The issue can be reproduced at will with the following steps:
(R)Customer Support
(N) Create Service Request
1. enter information
2.go to charge lines, enter any service activity, item, qty.
3.go to order details tab, click on inventory org field - only shows orgs valid for the OU of the SR.

below are the profile options set according to MOAC
MO: Default Operating Unit = set to a OU at responsibility level
MO: Operating Unit = Null at responsibility level
MO: Security Profile = Set to global security profile at responsibility level
Service: Default Operating Unit = set to a OU at responsibility level
Service: Enable Ship Sourcing Rules = No at site level
Service: Enable Return Routing Rules = No at site level
Service: Restrict Operating Unit by MOAC = No at site level
