New User Notification from JTAUMPSW Not Going out. SYSADMIN receives "not a valid role or user name" error. (Doc ID 1480265.1)

Symptoms

On Test:  12.1.3 version, Session Management

When attempting to register a new B2B user,
SYSADMIN receives an error notification with following error in the subject line:

ERROR

Error in Workflow JTAUMPSW/10251 3205: 'TESTUSR001' is not a valid role or user name.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Resp: CRM HTML Administrator
2. Select "Register as a user of an existing company" (IBE_BUSINESS)
3. Enter user details (for example, username = TESTUSR001 etc) and submit
4. Login to EBS as SYSADMIN user and see error notification from JTAUMPSW workflow

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot get their welcome registration notification which contains user name and password details.
