Symptoms

On : 12.1.3 version

ACTUAL BEHAVIOR
---------------
Items bulkloaded to a GBPA are not extracted to the icx tables, so they are not visible in iProcurement. This happens in a multi lingual instance.

EXPECTED BEHAVIOR
-----------------------
Expect to see the items in iProcurement.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Load items into iProcurement using bulkload.
2. Blanket Agreements are loaded successfully and approved.
