Customer Bank Account Number And IBAN Number Is Masked Even Though No Masking Is Required

Symptoms
We have some customers in Italy where the bank account number and IBAN number are showing as XXXXXXXXXX.
In Funds Capture Setup Administrator responsibility > System Security Options > "Payment Instrument Masking" region of the screen, we have the following settings:
External Bank Account Masking Setting = Display First Digits
Number of Digits to Display = 99
By setting the "Number of Digits to Display" to 99, we are trying to achieve the situation of no masking for bank account and IBAN.
