Retrieve Time from OTL (RCVOTLR) Fails to Process Several Timecards Leaving Stuck Rows in RCV_TRANSACTIONS_INTERFACE

Retrieve Time from OTL (RCVOTLR) fails to process several Purchase Order (PO) Timecards. No clear error message is presented explaining why the transaction failed or the record got stuck.
Rows stuck in RCV_TRANSACTIONS_INTERFACE look like the following:
Since these are Oracle Time and Labor (OTL) related records, they cannot be resubmitted as regular Receiving Open Interface (ROI) Receiving transactions (by rerunning the Receiving Transaction Processor). So related timecards in question must be resubmitted, but new attempts continue to fail and end up as stuck records in Receiving (RCV) interface table.
Steps to Reproduce:
- From the Purchasing Layout, Timecard Entry Screen create a timecard and related time details then submit
- After the timecard is approved, log into Purchasing Responsibility and submit the concurrent request Retrieve Time from OTL (RCVOTLR)
- RCVOTLR completes, however retrieve fails for certain timecards and records get stuck in RCV_TRANSACTIONS_INTERFACE - no clear errors are generated
Another symptom maybe that PO Number And Line Number Are Not Required Fields On Purchasing Time Card Layout
