Creating A New Note Requires Pressing The Button 'New' Twice (Doc ID 1483708.1)

Symptoms

On 12.0.6:

To create a new Note on the Service Request form Workbench tab, the New button needs to be pressed twice.

Steps to Reproduce

1. Open an existing Service Request that has Notes
2. Choose tab “Workbench”
2. Open list “View By” and choose “All Notes”
3. Press button “New” to create a new Note
    After pressing “New” the old Note is still displayed and the fields are still grey
4. Press button “New” again.
    Now entering the new Note is possible
