R12 Customer Standard Forms Does Not Find Party Records

Potential Customers created in Sales Online create Party only records. 

Those records are visible in Service Contact Center, and in Oracle Customers Online, but cannot be searched for/found in AR Customer Standard forms.

Not being able to find these potential customer records in the AR Customer Standard form will cause numerous duplicates to be created.
