R12: Is there a way to maintain PA Periods independent of GL Periods? (Doc ID 1484516.1)

Goal

Customer needs to maintain PA periods separate from GL Periods - they need to be able to enter forecasts for periods that are not open or future enterable in GL.

Also, they want to maintain PA Periods independant of the GL Periods.

The scenario on the customer instance is this:
 
Maintain Common PA and GL periods is NOT checked
Enhanced Period Processing is set to YES at the Site Level

On the form PAXPAGLP, user gets this error when they try to open the PA Period:

You cannot re-open this period because the corresponding Oracle General Ledger period is not open.

Is this standard functionality?  Is there a way to open and close PA periods independent of GL periods?
