R12 Search Project Performance Is Slow (Doc ID 1484739.1)

After searching for the project in the Search Projects html screen the performance to open the Workplan tab encounters slow performance. The most expensive query while doing this is:

Then the screen shows error:

500 Internal Server Error
The server encountered an internal error or misconfiguration and was unable to complete your request.
Please contact the server administrator, and inform them of the time the error occurred, and anything you might have that that may have caused the error.
More information about this error may be available in the server error log.

Afterwards clicking on the workplan tab and the information comes up almost immediately.
