R12: Too Many Transaction Manager Log Files ( t*.mgr ) Are Generated In The Log Directory

Symptoms
Thousands of t*.mgr log files are created every day under the log directory.
The content of those t*.mgr log files shows the following error:
As a result of this, the disk space consumption is increasing at a high rate, and even the files can't be deleted manually using 'rm t*.mgr' because of the file delete limit in Unix and Linux. Those are small files, but there are lots of them.
