Incorrect Zero Secondary Quantity At MMT For WIP Completion (Doc ID 1486839.1)

On : 12.1.1 version, Batches

Incorrect Secondary Quantity at MMT for WIP completion.
Following inconsistency has been observed  at MMT (mtl_material_transactions) :  the secondary quantity being 0 for transaction type WIP completion & WIP completion return.

In Transact material form, customer is able to save the transaction after nulling out the defaulted secondary_transaction_quantity during WIP completion and WIP issue return due to secondary_transaction_quantity field is not manadatory for dual controlled items. Such inconsistency appears to occur when a WIP completion return (correction) transacts. Afterward system itself passes residual Qty receipt for such discrepancy.

Expect a correct and mandatory secondary quantity for dual UOM item

The issue has the following business impact:
Secondary quantity is 0 for the transaction, need to validate no discrepancy between GME and INV onhand
