Customer Form Issue: Not all US States are appearing in the List of Values when creating a Supplier or Customer (Doc ID 1487717.1)

Symptoms

You are creating a customer with an address in the United States, when you click on the list of values (LOV) for States you notice that the state you want to use is not in the list, instead there are many other rows that appear to be "junk/invalid" states.

Since the state value you want to use is not in the LOV you are unable to create the address for the Supplier/Customer.
