Symptoms

When attempting to approve a Blanket Release that should be able to be approved because the Amount of the Release is less than Amount Limit minus the Total Released Amount, the user gets error:

"Total released amount must be less than agreement amount limit "

STEPS
The issue can be reproduced at will with the following steps:
1. From Blanket Release form enter new Release
2. Click Approve, get error
