Manager Self Service Not Able To Perform Salary Change After 11.5.10 RUP 7 Patch or 12.1 RUP5 Patch (Doc ID 1489015.1)

On : version, Manager,HR Views,Emp Directory

When attempting to change the salary basis for an employee from Salary to Hourly on the TEST instance where family pack HR_PF.K.RUP.7 has been applied,
the following error occurs.

Pay rate changes exist on the date you selected. Please contact your human resources administrator.

The issue can be reproduced at will with the following steps:
1.Manager Self-Service
2.Manager Actions
3.Select employee from hierarchy
4.Select Transfer function
5.Enter in effective date
6.Change salary basis from Salary to Hourly
7.Receive warning message
"You have entered information that will affect the selected employees total compensation. You can either, press Next to continue, amend the information you have entered, or cancel your changes."
8.Click Next button
9.Receive error message
"Pay rate changes exist on the date you selected. Please contact your human resources administrator."

The issue has the following business impact:
Due to this issue, users cannot change the salary basis on employees from Salary to Hourly. This is impacting the testing of the upgrade to HR_PF.K.RUP.7 which needs to be applied to the Production instance.
