On : 12.1.3 version, Pmt PayReports PBatch & Prepay
For some users it is not possible to select the LOV for 'Disbursement bank account' at Payment Manager
The issue can be reproduced at will with the following steps:
1. Login by the issue user
2. Navigate: Payments->Entry->Payment Manger
3. At PPR, create single request
4. At Payment Attribute, choose LOV of 'Disbursement bank account'
