ACTUAL BEHAVIOR

The certain user can't select the LOV for 'Disbursement bank account' at Payment Manager

EXPECTED BEHAVIOR
-----------------------
Can select LOV

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login by the issue user
2. Navigate: Payments->Entry->Payment Manger
3. At PPR, create single request
4. At Payment Attribute, choose LOV of 'Disbursement bank account'

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, only one user can't choose LOV.
