Local Event UNEXPECTED : Oracle.apps.pos.transactions.posasni / 061920121514372132 when Supplier submits XML ASN (Doc ID 1490719.1)

Symptoms

Receive Advance Shipment Notices (ASNs) from suppliers.  The ASNs are loaded into the Receiving Open Interface (ROI) and processed successfully. The XML message map POS_ASN raised business event oracle.apps.pos.transactions.posasni after ASN is processed successfully.   The problem is their is no defined subscription for this BE, and thus workflow mailer sends an email after every ASN stating "Action Required:  Local Event UNEXPECTED : oracle.apps.pos.transactions.posasni / 061920121514372132

 -- Steps To Reproduce:
 1.) Supplier submits XML ASN.
 2.) ASN is processed successfully via ROI.
 3.) Email sent by workflow mailer because no subscription for BE which was
 raised by POS_ASN
