Symptoms

Unable to transfer a source line from one CIP asset to another. 

Error:  function fa_mc_util_pvt.get_existing_rate returned failure
   
ORA-20000:  Trigger adj api failure.  Unable to insert information from table fa_mc_books_rates.  Error:  ORA-01400 cannot insert null into   ("FA"."FA_MC_BOOKS_RATES"."AVG_EXCHANGE_RATE").
   
Error:  function fa_adjustment_pub.do_all_books returned failure
Error:  function fa_adjustment_pub.do_adjustment returned failure
Error:  function fa_inv_xfr_pub.do_transfer returned failure
