AME Production Rule Is Not Appearing On The Payables Invoice Approval Rules (Doc ID 1491701.1)

ACTUAL BEHAVIOR
---------------
Find that on the DEVELOPMENT instance when creating a new Payables Invoice Approval rule, the rule type of "production" is not appearing in the list of values.

EXPECTED BEHAVIOR
-----------------------
Expect when creating a new rule in the Payables Invoice Approval Transaction Type, the rule type of Production will appear in the list of values. When looking at the existing rules for this transaction type, there are rules with a type of Production.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Approvals Management Business Analyst
2. Transaction Type: Payables Invoice Approval
3. Rules
4. Create button
5. Find that in the Rule Type list of values Production is not listed
