Life Event is not Getting Triggered Through Self Service but is Triggering in the Core HR Application (Doc ID 1492495.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Life event is not getting triggered through self service but it is triggering through core Human Resources application.

EXPECTED BEHAVIOR
-----------------------
Expect the life event to trigger through self service.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

First enable the Descriptive Flex Field on the PER_CONTACT_RELATIONSHIP table.
Then enable that Descriptive Flex Field on the employee self service form. 
N: Employee Self Service responsibility --> Personal Information.
Under the "Dependents and Beneficiaries" section, click on "Update" or "Add" button.
Once the Descriptive Flex Field is enabled through the personalization, enter the value under the field that is enabled and this should trigger the life event.
In Self Service, the life event does not get triggered.
When we enter the same information through core Human Resources application. 
the life event triggers.
