While defining Trading Partner Setup For Bill To And Ship To , Site LOV is empty (Doc ID 1492547.1)

Symptoms

On : 11.5.10.2 version,

When defining Trading Partner for a Customer , for both Ship To and Bill To , Site LOV does not list any values.
Customer setup shows Active and Primary sites defined.
This issue is specific to one Customer alone.

EXPECTED BEHAVIOR

Expect the active sites to be displayed

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. E-Commerce Gateway responsibility
2. Setup > Trading Partners > Query for the required Group
3. Click on Open and Assignment tab , see the Sites LOV is empty for this Customer '<Customer Name>'

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot define trading partners for this Customer.
