Currently <Note 124721.1> Migrating an Applications Installation to a New Character Set (Doc ID 124721.1) confirms that only DMU <Oracle Database Migration Assistant for Unicode is supported for a characterset conversion. However note 124721.1 is specific to a Unicode characterset.
