No Records Found in Payment System Account LOV for Payee in Oracle Payments (Doc ID 1492898.1)

Symptoms

When trying to create Payees we are unable to see the Payment System Accounts in the LOVs.

Steps:

Payments Setup Administrator -> Funds Capture Setup -> Payees-> Create -> Add Payment System Accounts
No records found

The payment system accounts have been successfully attached to the payment system, yet they are not showing in the LOV when we try to add the payment system accounts to the payee.
