Symptoms
Build Payments request failing with following error:

BUILD PROGRAM ERROR - CANNOT CREATE PAYMENTS
Exception occured when building payments. Payment creation will be aborted and no payments will be committed for payment request XXXX
SQLCODE: -6502
SQLERRM: ORA-06502: PL/SQL: numeric or value error: character string buffer too small
Build program error: Exception occured when attempting to create payments from the documents payable of the provided payment service request.
