Unable to Incomplete the Invoice Even Though the Contingency is Expired (Doc ID 1494475.1)

Billing Contingencies are not expired at the time of invoice creation. However, the user wants to incomplete the transaction as per business needs only when
the contingencies are expired so that they can modify the transaction and add the appropriate tax/other values accordingly for this transaction..
