On Release 12.1.3 version,

When attempting to Insert an Approver, the following error occurs.

Error

Approval List could not be generated. Please contact your System Administrator to review AME rules setup.

Steps To Reproduce
1. No Approvals Required,
2. Clicked on Manage Approvals to add a new approver,
3. Encounter the reported Error message,
