Re-pricing a Line on a Large Sales Order is Very Slow After Upgrade from 12.0.6 to 12.1.3

ACTUAL BEHAVIOR
---------------
After upgrading from R12.0.6 to R12.1.3 we are experiencing very poor performance when re-pricing lines.
When entering large orders it is taking up to 28 seconds per line.
EXPECTED BEHAVIOR

After upgrading, the performance for re-pricing should be same as 12.0.6 if not better.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Action -> Price Line from the Sales Order takes more time than usual.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot re-price sales orders in a timely fashion.
We experienced this issue R12.0.6 and was resolved with the following:
The solution included the following:
Apply the patches:
Patch 7597660 - 'This patch improves performance when opening Sales Order form>Action>Charges window' There are no pre-reqs.
Patch 9316468 - 'This patch will improve the performance when repricing the sales order with large number of manual groups' There are no pre-reqs for the patch.
Validate the system profile option 'QP: Consider Manual Linegroup Adjustments' = No (at site level)

patch/115/sql/QPXRTCNB.pls 120.9.12000000.10 -> 120.9.12010000.7 (R12.1.3 upgrade version)
patch/115/sql/QPXRTCNS.pls 120.1.12000000.2 -> 120.1.12010000.2 (R12.1.3 upgrade version)
patch/115/import/US/qpprf.ldt 120.15.12000000.15 -> 120.17.12010000.10 (R12.1.3 upgrade version)
