Interface Trip Stop Error: "NO SERIAL RECORDS FOUND FOR TRANSACTION_TEMP_ID" - For Non Serial Control Item (Doc ID 1495054.1)

Symptoms

When running the Interface trip stop it completes with a warning.
The log shows the following error

Error at line ==> 2510024 (This is a sample delivery detail id)
ERROR: NO SERIAL RECORDS FOUND FOR TRANSACTION_TEMP_ID xxxxxxxx

The item that is stuck is NOT serial controlled.
The delivery detail is interfaced to Order Managment but is showing as Pending interface to Inventory.
This record also shows as pending transaction in the "Unprocessed Shipping Transactions" part of period close form. 
User is also not able to find "Sales Order Issue" transaction in the mtl_material transactions table for this Sales Order as it has not interfaced to Inventory.
