Log in to OTM Gives the Following Error: A connection to the server could not be established (Doc ID 1495256.1)

On an OTM system there are two web servers, when one of them is used the User can log onto OTM, when the other web server is used hte User cannot log into OTM.

When attempting to log on to OTM via the Second Server the following error occurs.

A connection to the server could not be established: null

The issue can be reproduced at will with the following steps:
1. Attempt to log onto OTM.
