When Employee Transfers From One Payroll to Another, Error: APP-BEN-93269: The person does not have any assignment matching the assignment to use code specified for the activity base rate

When attempting to enroll an employee based on a new assignment after end-dating the old one, the following error occurs:
Context at time of error: Activity Base Rate Name: Participant Imputed Income Effective Date: 14-May-12
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
- To process a change from one payroll to another, a new assignment record is created effective on the date of transfer for the new payroll.
- The status of the assignment with the old payroll is set to "End" and is saved on the last day of the pay period in which the employee worked under the old payroll. Without doing this, the employee would be paid incorrectly.
- In the PUI, the error happens when one tries to save the new enrollments.
- In Self-Service, the error is displayed when the employee clicks "Next" from the Family Members page.
