Symptoms

On : 12.1.3 version, WPM

ACTUAL BEHAVIOR
---------------
When Creating a new Performance Management Plan, using the Organization hierarchy, not all subordinates of the Hierachy are displaying.
In the PUI forms, we can see the Top Organization has more suboridinates than is displayed in the Plan setup.

EXPECTED BEHAVIOR

Expect to see all the listed subordinates,
