Project Charge Account Using Security Rules Not Working As Expected (Doc ID 1496711.1)

On : 12.1.2 version

The charge account security rule is not considered when clicking on the billing tab while checking out a requisition in iProcurement.  Due to this the incorrect account is built.

It is expected that the security rule will prevent accounts from being built when going to the billing tab entering a project.

The issue can be reproduced at will with the following steps:
1. Setup security rules
2. Login to iProcurement, create requisition and checkout
3. The user then gets the error message: Account generation failed. Contact Purchasing Administrator if necessary. (Value secured: You do not have access to EN Cost Centres), which is as expected.
4. Click on the billing tab and apply
5. Charge account is built ignoring security rules

The issue has the following business impact:
The user can use a budget code that that should not be allowed.
