Webdav-Cannot Open MS Office 2010 Attachments Forms Based

Receive error upon opening attachments when using MSOffice 2010. The attachments forms based can only be saved .
When "Open" is selected, user 1 receives "Navigation to webpage was canceled" error .
User 2 gets a message "Connecting..." for the same attachment.
When "Save" is selected, all users can save the document.
The "Open" action issue exists for all MSOffice attachments when opened using MSOffice 2010 with or Note 751219.1 implemented.
The same attachment can be opened and saved when accessed directly in iSupplier or in Core Apps when using MS Office 2007.
Symptoms
Whether the attachments are old from MS 2007 or newly created with Office 2010 , when trying to open them directly from Oracle , users are getting the
Credentials login page with Office 2010 , users would enter any username/password to bypass it. Then they can see the attachment .xls in question
Changes
Webdav is certified for Projects, Internal Controls Manager, Product Information Management in 11i without the single signon as per <Note 1061947.1> - 'Integrating Oracle E-Business Suite (11i, R12, and R12.1) with Content Management Repositories'.
