How to use the Attachments feature of Change Orders to attach files to an item in PDH?

For example, the attachment tab exists on the the change order header but is missing from the Change Order's Revised Item level. Expect attachment option on revised item of change order in Product Hub.
* This was working in R11i but missing after upgrading to R12.2.5.
