Change Order Not Processed With 'Skip Buyer if requisition was automatically created' Enabled

On : 12.1.3 version, Change Order
After application of <Patch 14376110>:R12.PO.B to obtain poreqcha.wft - 120.12.12010000.11 to fix the problem where change orders were not processed if 'Skip Buyer if requisition was automatically created' was enabled, users find that Requisition change order does not complete successfully for multiline requisitions where purchase order (PO) creation results in two different PO's per line when Tolerance setting: Skip buyer if requisition was automatically created into PO is set:
Line 1 gets accepted
Line 2 stays pending
Output of wfstat.sql shows:
After running workflow background process with timeout and deffered parameter set to yes changes are submitted.
The expectationby users is that changes to submit without manually running or scheduling workflow background engine
Steps To Reproduce
Tolerance setting: Skip buyer if requisition was automatically created into PO is set
1. Create requisition with two lines sourced to different agreements.
2. CREATEPO workflow creates two different purchase orders.
2. Submit change for both lines.
3. Approve changes as requisition approver.
4. Observe that one line is accepted, the other line is still pending.
