When Entering the Values for 'Grade Scale', Get a Form Error (Doc ID 1498169.1)

On 12.1.3 version, Grade / Step Progression in CRP instance.

After entering the values for 'Grade Scale', when the user tries to save the data, it is not only validating the Grade Scale details but also validating
the mandatory column check available in 'Grade Steps' block and throws an error message In this case, the mandatory field was INFORMATION20
from DFF 'Further Spinal Point Step Information'.

The form 'Grade Scale' is first validating the data in 'Grade steps' block even before saving the details for Grade and Pay Scale.

The form should first save the Grade and Pay Scale details and then should allow the user to enter values in 'Grade Steps' block and then validate the data.

The issue can be reproduced at will with the following steps:
  1. Go to responsibility US Super HRMS Manager
  2. Navigate as Work Structures -> Grade -> Grades Steps and Points
  3. Enter values for fields Grade, Pay Scale, Ceiling Point1.
  4. Click on tab. Then the form prompted to save the record before going ahead with 'Grade Steps' section of the form.
  5. Now, on saving the record, the form prompts the error message "The mandatory column INFORMATION20 (also known as Communicated Point) has not been assigned a value".
