Existing Blanket Items On Agreement Can Not Be Found After Expiration Date Is Changed (Doc ID 1498223.1)

Symptoms

Users find that changing expiration date for a Blanket Purchase Agreement (BPA) in Buyers Workbench only displays items in iProcurement for new lines but not for existing lines.

The expectation is that all lines are displayed in search results when expiration date is extended.  Due to this issue, users cannot create requisitions for old items on BPA's.


Steps To Reproduce
1. Log in and access Buyers Work Bench.
2. Query agreement and enable Catalog Admin Authoring.
3. Update the expiration date.
4. Observs that after BPA is approved only new lines added over BPA are visible, none of the old pre existing line items appear in search
