Existing 11i users get "A payment operation was successfully completed for the transaction; its extension entity is no longer updateable" (Doc ID 1499446.1)

Symptoms

On Test: Upgraded instance from 11i to 12.1.3, Checkout and Order Placement

When users from 11i attempting to checkout using new or existing card,
the following error occurs.

ERROR
-----------------------
A payment operation was successfully completed for the transaction; its extension entity is no longer updateable.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login as a B2B user that was created in 11i
2. Add item to cart
3. Checkout using either new or existing credit card
4. Error while Saving credit card on payment info under Billing Page
