Program RGRSTXML Publish FSG Report Set, Numbers Are Stored As Text and Column Set Factor Not Used (Doc ID 1499465.1)

Symptoms

When running the program  "RGRSTXML module: Program - Publish FSG Report Set," the Excel output has all numbers formatted as text output rather than numbers.
The expected output should be as follows:
  - Numbers rather than Text
  - Factor of Thousands   

Both a custom template and seeded template were used, but none give the needed results (amounts as numbers, with factor of thousands).
   
      * In the custom template:  The amounts in the template are formatted as numbers, but the output for the amounts is still in text format. 
   
      * In the seeded template "FSG Report Set: Basic Excel Template (Raw Amounts)":   Numbers in the output are stored as numbers.  This template does not keep the Factor from the column set (i.e., displaying numbers in thousands).
   
      * In the seeded template "FSG Report Set: Basic Excel Template":  All numbers in the output are stored as text.
   
 
STEPS

The issue can be reproduced at will with the following steps:
1. Submit a New Request/single request
Name: Program - Publish FSG Report Set
2. Click options button
Upon completion screen
Template Name: select the template
Format: EXCEL
3. Submit the request
4. Open the Excel output
