Unable to See Plan From Participation Processing, Progress Report or Plan Administration in Compensation Workbench (Doc ID 1499578.1)

Symptoms

On : 12.1.3 version, Compensation Workbench

ACTUAL BEHAVIOR
---------------
After processing the Participation Process: Compensation Workbench, the Plan is not shown in Single Participation Process and no details are seen on the Progress Report.

EXPECTED BEHAVIOR
-----------------------
Expect when running the Single Participation Process that a list of values will display all active plans.
Also, expect to see "progress" on the Progress Report.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to responsibility Compensation Workbench for Administrators.
2. Click the Employee Administration link.
3. Search for an employee and click the Continue button.
4. Click the Run Participation Process button.
No Plans or Plan Periods are listed.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot use standard Compensation Workbench functionality.
